Abstract

Census of UnemploymentDuring the 1930 s the United States was plagued with unemployment.The National Re covery Administration had lifted the spirits of the country, but it had not created purchasing power.Congress decided that it would be necessary to measure the actual extent of unemploymentcomplete and partial -before undertaking any step to relieve the situation.Congress appropri ated $5,000,000 and authorized the Commerce Department to set up an organization for measur ing unemployment.In 1937 President Roosevelt appointed John D. Biggers, President of the Libbey-Owens-Ford Glass Company of Toledo, Ohio, to take
